‘Free use’ of cane under scrutiny
Back in 1899, a New Zealand newspaper
reported on ongoing discussions about the use of the cane in schools. In one
case, it reported, the reason it was in so much use was that with 300 boys in
one room ‘it was difficult to manage them.’
