Demand to let all teachers use the cane
Teachers should be allowed to cane pupils
as this would be the only way they could keep classes under control. And,
without corporal punishment there would be an increase in juvenile delinquency.
These were two reasons advanced in Northern Ireland in 1959 to extend
permission for all teachers (and not only the headmaster) to administer
corporal punishment. It caused heated debates in the Fermanagh Education
Committee which wanted the change to go ahead, only to be overruled by the
country’s Ministry of Education.
