Who wants the cane?

 

A UK Government inspired report in 1952 into the use of the cane in schools deliberately did not come down for or against its use.

As this summary from the Daily Herald (politically, a left-leaning newspaper) shows the teachers couldn’t agree among themselves and the children couldn’t care less.
