Is burning the rears of cigarette smokers the answer?

SCHOOL FINES BOY SMOKERS

Headmaster David Hughes has given up caning boys caught smoking at Lincoln-road boys school, Peterborough, Northants. Now he fines them 2s. a time.

Mr. Hughes, a former county cricketer who played for Glamorgan, has raised £2 this way for the school fund which pays for things like oars and cricket bats.

CANE YOUNG SMOKERS – MP

Heads should cane the increasing number of pupils who openly and defiantly smoke in schools, according to NW Norfolk MP Henry Bellingham.

He has called for a return to his own schooldays at Eton, when any boys caught smoking were instantly given the cane.

“I’m 100 per cent in favour of caning in schools,” he said.

Mr Bellingham spoke out about headmasters who face difficulties in controlling the increase in smoking at school in the House of Commons on Tuesday.

During Question Time he suggested: “One of the main reasons for the big increase in smoking in schools is headmasters’ reluctance and inability to apply sanctions.”

He asked social services secretary Mr Norman Fowler: “What advice would you give to headmasters?” Mr Fowler agreed that Mr Bellingham had identified part of the problem.

Mr Bellingham said afterwards he exempted Norfolk schools from his criticism as discipline was good there, but added, “It’s a great pity that more and more heads don’t cane any more. It’s a very effective form of deterrent.”
