Is what he means by combining the idea of punishments from teachers, with the idea of punishments from "those of us who attempt to lend a helping hand during their leisure hours". Is he "lending a helping hand" by giving canings or slipperings to members of youth sports teams or Boy Scout troops or model railway societies?
