Protest against hand-caning

The other thing that the letter writer is vague about. Is what he means by combining the idea of punishments from teachers, with the idea of punishments from "those of us who attempt to lend a helping hand during their leisure hours". Is he "lending a helping hand" by giving canings or slipperings to members of youth sports teams or Boy Scout troops or model railway societies?
