Move for ban after 20 caned
In 1972 a report on caning in schools in
the Suffolk town of Lowestoft revealed that 20 boys among a school population
of 9,067 had been caned. Offences included bullying, vandalism, and truancy. No
girls were caned.
Some members of the education committee
councillors thought even 20 was too many and called for a ban on corporal
punishment.

It's surprising that such a fuss w made over such a small percentage - 20 boys from a school population of 9067 and a total of 28 strokes altogether. Some extremely light sentences considering they were for bullying, truancy and theft etc. But then again there are undoubtedly people pursuing an agenda too.
