Was the cane a deterrent?
In 1994, corporal punishment had been outlawed in UK state schools for eight years, but that didn’t stop people calling for its return. It's interesting that this article is from 1994 regarding CP in Norwich/Norfolk as a deterrent when the 1967 article also from Norwich suggested it was rarely used and then only as a last resort. It seems a bit contradictory although my experiences suggested that the attitudes reported on 1967 were something of an outlier in the UK.
