Vicar calls for cane and birch


 In 1961, a vicar called for a return of the cane to schools (it had never left and wasn’t outlawed in the UK until 1987) and also the birch for juvenile delinquents.

Bad behaviour was the fault of the parents and the Welfare State, he said.
